E911 Board Prepaid Study

The E911 Board conducted a study to determine whether it is feasible to collect E911 fees from the sale of all prepaid wireless services. In accordance with Section 365.172(8)(a), Florida Statute, prepaid wireless service providers, including resellers, provided the E911 Board with the information necessary for the study.

The E911 prepaid study provides information confirming that it is feasible to collect E911 fees from the sale of prepaid wireless service on an equitable, competitively neutral, and nondiscriminatory basis.

E911 Board Action

The E911 Board unanimously voted that it is feasible to collect E911 fees from the sale of prepaid wireless service. The E911 Board decided that a menu of collection methods for the prepaid wireless fees should be developed by rule including:

  • Flat Fee Active Account Collection Method - monthly collection basis from each active prepaid subscriber whose account balance is equal to or greater than the amount of the fee.
  • Flat Fee Aggregate Collection Method - monthly collection basis according to a computed formula of aggregate prepaid service provider revenues; number of calculated accounts equals (the revenue divided by the average revenue per user) is then multiplied by the subscriber fee
  • Point of Sale Flat Fee Collection Method - monthly collection basis where the E911 fee is collected at the point of sale
  • Other Collection Method - basis E911 Board and service provider mutually agreeable method.

Rule Development

The E911 Board plans to start rule development for a new prepaid fee rule 60FF-5.006 Requirements for Fee Remittance Submitted by or on Behalf of Prepaid Wireless Service Providers. The purpose of the development is to set forth the procedural requirements for submitting and reporting the E911 fees required by Section 365.172, FS.

The E911 Board has a rule development workshop scheduled for the February 2009, E911 Board meeting. The agenda and a draft rule will be posted on this site prior to the next meeting.

A preliminary rule development workshop was scheduled and conducted at the January 2009 E911 Board meeting, as noted in the meeting Agenda (msword 37.50 kB) . The minutes will be published with the January 2009, E911 Board meeting minutes.
