Service and Resource Priority

Communications and Information Technology Services (CITS) of the Department of Management Services (DMS) handles many tasks mandated by Florida Statutes and therefore must balance any special requests for its services with limited resources. Although we are able to plan for daily operational tasks, we cannot anticipate how much staff time it will take for special projects that vary in complexity. For this reason, DMS-CITS developed a policy for allocating available resources, as well as a priority system.

The DMS-CITS policy for requesting non-routine services requires that an agency head send a letter to the Deputy Secretary, Communications and Information Technology Services, Department of Management Services, to request assistance from DMS. This letter needs to describe the work requested. Management will review the request to determine whether DMS-CITS can comply and, if so, what resources will be allocated.

Generally, the DMS-CITS resource allocation policy will follow this priority order:

LEVEL 1

Routine daily activities related to CITS operations. Examples include: responding to CITS customer trouble reports; processing CSA and CPLA forms (purchase approvals); assisting in frequency coordination/licensing; updating directory databases and commercial directory listings; training customers; invoicing CITS services; and supporting emergency management functions consistent with Section 252.41, Florida Statutes (Emergency Management Support Forces).

LEVEL 2

Written requests for services from state agencies that do not come under priority Level 1 and from local units of government consistent with the provisions of Sections 282.111 and 365.171, Florida Statutes (Emergency Telephone Number 911) and from emergency medical services organizations consistent with Section 401.015, Florida Statutes.

LEVEL 3

Written requests from local governments for services according to provisions of Sections 282.102 - 282.109, Florida Statutes, and Section 287.055(8), Florida Statutes (State Assistance to Local Agencies and School Boards in the Procurement of Professional Consultants).
