  1. What is Open Enrollment?

    Open Enrollment is a time period each year where retired state employees and COBRA participants may make a change to their benefits. Examples of some changes that take place are: Changing from individual to family health coverage, adding or deleting dependents and changing health plans.

  2. How do retirees and COBRA participants participate in Open Enrollment?

    They can make changes using the web site, or they can call 1-866-ONE-HRFL (TTY users dial 904-443-6448).

  3. When will my benefit changes take place?

    The changes made during the Open Enrollment Period will be effective on January 1 of the following year.

  4. Where can I get a list of providers for the plan I am interested in joining?

    Your health plan provider may have a listing of network providers on its web site. The web site has links and phone numbers to health plan providers. Your health plan's Member Services can also help you locate a network provider.

  5. How do retirees and COBRA participants participate in Open Enrollment?

  6. What changes can I make during Open Enrollment?

    As a retiree or COBRA participant, you may change your health coverage to individual or family. You may change your health plan. You may add or drop dependents. Retirees may cancel life or health plan coverage during the Open Enrollment period.

  7. Do I need to take any action during Open Enrollment if I do not wish to make any changes?

    No. If you do not wish to make changes, you do not need to take any action. Your benefits will carry over to the next plan year.

  8. How can I change or cancel my health insurance plan during Open Enrollment?

    You can contact the Human Resources Service Center and complete the appropriate forms for the plans and coverage you want or you can use the web site.

  9. If I cancel my group health insurance, may I re-enroll at a later date?

    No. If you are retired or COBRA and you cancel your enrollment in the State's Group Health Insurance Program, or you allow your coverage to terminate due to nonpayment of premiums, you may not re-enroll at a later date.

  10. I heard that the State is offering a new Optional Life and AD&D policy. Since I am already covered on Retiree Life Insurance, may I enroll in the new Optional Life insurance coverage?

    No. The Optional Life and AD&D coverage is offered to active employees only.
