Maximizing Limited Budget Dollars Through "Train the Trainer" Programs In this era of tightening budgets and expanding workloads state agencies are continuously looking for ways to stretch the limited budgets we have. We often have to contend with additional challenges of unfunded mandates and budget reduction "exercises." In light of this new reality and the knowledge that most agencies cannot grow additional resources, what can we do? During this workshop we will offer as one possibility the multiplication of one type of existing resource. This can be done through effective "Train-the-Trainer" programs. Some of the specific topics to be addressed include:
HR practitioners can exponentially increase their value to their agency by taking the lead in developing a "Train-the-Trainer program. By training subject matter experts in the skills of facilitating others to skill acquisition, they allow their agencies to multiply the number of qualified technicians at a greatly reduced cost as compared to contracting with outside vendors or even participating in a comprehensive internal formal training program. |

Retirement Review & DROP Seminar
City Terrace 4 This workshop will provide a review of the Florida Retirement System and DROP. The program will also cover: employee rights and benefits, classes of membership, contributions, creditable service, vesting, beneficiary designations, survivor benefits, re-employment, estimating benefits, retirement options, a review of DROP, and requirements for normal, early, special risk, senior and elected officials retirement. Participants attending the workshop will have a better understanding of estimating retirement expenses & income and information regarding DROP so that employees may plan for maximum income from both the Florida Retirement System and DROP participation. |

Mapping Out Your Financial Future - Deferred Compensation
City Terrace 5 This presentation will cover all the "ins and outs" of the pre-tax investment program. Participants will become more familiar with the advantages of investing in the pre-tax deferred compensation plan and will be better able to serve the needs of their agency's employees. |

City Terrace 7 Participants in this session will discuss the most commonly encountered issues involving the Fair Labor Standards Act of 1938 (FLSA) such as: hours worked, salaried employee exemptions, minimum wage and overtime pay requirements, and child labor restrictions. |

Terrace Pavilion 1 Participants in this workshop will be informed of the criterion and responsibilities which must be present in the duties of a position in order to exempt the position from the Career Service as "confidential". The discussion will be centered on the application of the Public Employees Relations Act, Section 447.203(4) and (5), Florida Statutes and applicable case law. |

I-9 Employment Verification
City Terrace 5 Currently, the I-9 system of paperwork verification is the nation's sole employment eligibility verification program. The employer must verify authorization for employment is a way that is non-discriminatory. This process raises a large number of questions for employers and presents significant dilemmas: When and how to prepare an I-9? What records have to maintained, for how long, and where? When is an employer on notice of unauthorized employment? How does an employer solve the issue of being authorized to work but waiting on a social security number? The presentation will answer all of these questions as well as provide information on recent changes to the I-9 regulations. |

As the HR role in State government re-emerges, it is important that public employees in this vital area understand their obligations under the State's ethics laws and understand that the Commission on Ethics is one of their resources in promoting compliance. At the end of the workshop, key points participants should know/understand include: who is subject to the ethics laws, what are the several ethics laws, what is the Commission on Ethics and how does it operate, why do the ethics laws exist, who files financial disclosure, what gifts can and cannot be taken, and more. |
