Centralized Leasing
The Department of Management Services has adopted new rules for state leasing procedures. Chapter 60H-1, Florida Administrative Code, has been revised to provide the Department and other agencies with the ability to efficiently and competitively procure private sector leases through invitation to bid, request for proposal and invitation to negotiate. The competitive solicitation process allows agencies the utmost ability to obtain beneficial lease terms from landlords, and also allows landlords to negotiate more security in their leases.
The new leasing regulations allow agencies to utilize a private tenant representative to assist in lease procurements, renegotiations, and other statutory requirements such as monitoring market conditions to obtain the best overall lease terms reasonably available to that agency. The Department of Management Services has contracted with the Staubach Company, a professional third party tenant representation firm, to assist the state with these tasks.
