Emergency Backup Support Policy
Today it is absolutely critical that state agencies have adequate disaster recovery facilities to maintain computing operations in the event there is a loss of data center facilities. In response to this need, agencies are focused on the planning and implementation of disaster recovery or backup sites for their data centers. A key element in their strategy is the communications network required to support recovery or backup sites.
Currently, the general approach to the backup communications network consists of dedicated T1 facilities from the MyFloridaSUNCOM network serving Digital Access Cross-connect System (DACS) to the location where the backup data center resides. When it becomes necessary to use the backup site, the local loops connected to the primary site through the MyFloridaSUNCOM backbone network, as well as any local loops directly connected to the primary site (through the local DACS), will be cross-connected to the backup site.
To accommodate participating state agencies, the CITS has established the following policies for supporting agency disaster recovery efforts with the MyFloridaSUNCOM backbone network:
• The CITS will, through DACS commands, re-route the customer’s data center traffic to any other MyFloridaSUNCOM node at no cost to the agency, provided they have local loop facilities installed and operational to the backup site, subject to the provisions and limitations included in the following policies.
• The CITS will provide the necessary bandwidth over the MyFloridaSUNCOM network to carry the traffic to the backup site at no cost to the user for up to 72 hours of an outage or test.
• During the initial phase (72 hours) of the outage or test, the CITS will re-route the customer’s network, on a circuit-by-circuit basis, from the originating node to the backup node in the timeliest manner possible. After the initial phase, the circuits will be re-groomed into the MyFloridaSUNCOM backbone in the most cost effective routing possible.
The CITS will provide the MyFloridaSUNCOM network bandwidth for the first 72 hours of the outage or test period at no cost to the requesting user. After this time, the cost will be transferred to the customer’s data center.
