Transaction Fee and Monthly Reports FAQ
Transaction Fee and Monthly Reports
1. How secure are my transactions?
All transactions are secure by an Internet security protocol known as Secure Socket Layer (SSL).
2. What is the 1% transaction fee?
To provide the State and business community with purchasing tools and technology, the State instituted a 1% transaction fee for procurement transactions. The State of Florida applies the 1% fee to all transactions processed through the MyFloridaMarketPlace system; in addition, business conducted with the State of Florida outside of MyFloridaMarketPlace is still subject to the 1% transaction fee unless specifically exempt by rule.
The MFMP 1% transaction fee provides vendors with electronic access to State buyers and to also provide vendor support activities. Please note there is no initial registration or ongoing subscription fee charged to vendors.
For additional information, 60A-1.031 (pdf 80.44 kB) addresses the use of transaction fee language in purchasing transactions (unless exempted), and; 60A-1.032 addresses the transaction fee exemptions.
3. To whom is the 1% transaction fee paid?
The 1% transaction fee is paid to the State of Florida: The fee is due after vendors receive payments from the State.
Payments are accepted via check, money order, cashier's check or Debit Automated Clearing House (ACH). Debit ACH, also known as bank-to-bank EFT (Electronic Funds Transfer), is a form of electronic payment in which you electronically transfer funds from your bank account to the MyFloridaMarketPlace account. If you choose the ACH payment method, please contact MFMP at FeeProcessing@MyFloridaMarketPlace.com or 1-866-352-3776 to receive our form or submit your form directly to us.
If paying by check, money order or cashier's check, please submit your method of payment made payable to: MyFloridaMarketPlace to:
MyFloridaMarketPlace
P.O. Box 5497
Tallahassee, FL 32314-5497
Please record the Federal Tax Identification number, Company name, and the Consolidated Billing Invoice (CBI) number on the payment to ensure the payment is posted to the Company's account.
4. Are there supplementary fees required in addition to the 1% transaction fee?
No.
However, if you elect to participate in the Ariba Supplier Network (ASN), there may be additional fees. Participation in the ASN is not required. 5. How was / is the 1% transaction fee used?
The fee paid for the acquisition, development and implementation of the MFMP system, which included the services required to effectively implement an initiative of this size and developed and executed training required for both buyers and vendors.
Today the fee pays for all State Purchasing and the Office of Supplier Diversity costs; the operations of the MFMP program; ongoing maintenance and services needed to sustain the program's success; and the state's business partner, Accenture, with the MFMP program.
6. Where is additional information about the July 1, 2003, MFMP rule?
The statewide rules that govern MyFloridaMarketPlace took effect July 1, 2003. The Statutes outlining eProcurement require the Department of Management Services to define these rules and the governance model. All solicitations and State business require:
- Vendors to register through MyFloridaMarketPlace
- Agencies to include MyFloridaMarketPlace terms and conditions
Additional information is found in Chapter 287, Florida Statues and Chapter 60A 1.031, Florida Administrative Code.
7. What is required for self-reporting?
For State Term Contract vendors, the self-reporting fee process changed July 1, 2003. Transaction fees are due monthly versus quarterly. All required transaction fee reports (Form PUR 3776) must be submitted online using the Transaction Fee Reporting System at https://vendor.myfloridamarketplace.com/.
For information on how to submit your Transaction Fee Report online, please reference the Transaction Fee reporting instructions and vendor training presentations
8. Are there opt out provisions for vendors to not use MyFloridaMarketPlace?
