Specialized Services Division
The Division of Specialized Services is programmatically the most diverse of all Divisions within the Department. The Division provides oversight responsibility for the state’s fleet, aircraft, federal property surplus program and private prisons.
Program Areas:
Bureau of Aircraft Operations: Responsibilities include executive on-demand air travel for the Governor, Cabinet, and other state officials. The Bureau is responsible for all operational and safety standards, assignment and reporting. The state’s executive aircraft pool consists of one Cessna Citation Bravo, one King Air 300, and one King Air 350.

Bureau of Motor Vehicles & Watercraft Management: Responsibilities include the approval of all purchased mobile equipment for state agencies. It also provides disposal of the same through auctions.

Bureau of Federal Property Assistance: Responsibilities include acquiring federal surplus or excess military equipment from the federal government and transferring it to agencies to assist in deferring the cost of new equipment. The Bureau coordinates the distribution of $5.5 million in donated federal property each year.

Bureau of Correctional Privatization
Bureau of Private Prison Monitoring: Responsibilities include the oversight and contractual compliance for the private prison system within the State of Florida.
The goal of the Bureau is to manage and oversee the operational contracts for the private correctional facilities. The Bureau ensures vendors are operating in compliance with contractual requirements to improve the efficiency and effectiveness of corrections in Florida. Its performance can be evaluated on at least five (5) dimensions:
- Ability to handle major procurement processes successfully
- The swift, cost-effective siting, designing, and construction of new correctional facilities
- The operation of correctional facilities in a way that provides effective protection of the public safety
- Providing educational, treatment, and vocational programs capable of reducing recidivism
- Ability to achieve and maintain cost savings for the State of Florida
