The Bureau of Property Management, Parking Services Section coordinates parking activities with other state agencies utilizing the parking program. This includes policies, rules and regulation changes and the coordination of all maintenance of all Department of Management Services surface and garage parking lots statewide, with the Bureau of Maintenance. The parking section reviews the work of various departments including assignments, terminations, contracts and reassignments of Agency Quota (AQ) spaces. The staff also advises on matters of policy and administration of special assignments such as temporary and permanently disabled, contract employees, etc. through the interpretation of administrative rules and regulations.

Procedures For Reserved/Permit Parking

The following procedures are to be followed to initiate and complete contracts for reserved/permit parking and to issue parking tags.

A. The Department of Management Services (DMS) allocates to each agency a prorated share of reserved/permit parking spaces as required. It is only from this allocation that the user agency has reserved/permit spaces to assign employees.

B. The (APR) will represent the user department in all matters relating to the collection, refund, and accounting for fees by payroll deduction for designated/permit paid parking. Documents establishing or terminating payroll deductions will be approved by the APR who will be responsible for maintaining current and accurate payroll deduction data (lot, contract number and fee for the personnel/payroll file), and submitting the same to DMS.

C. The APR, prior to issuance of a reserved parking tag will require an employee to execute a DMS Reserved/Permit Parking Contract which authorizes payroll deduction.

D. The parking fee for reserved/permit paid parking is:

Covered Biweekly - $2.77 , Monthly - $6.00 , Daily - 19.8 cents
Uncovered Biweekly - $1.85 , Monthly - $4.00 , Daily - 13.3 cents
Surface Biweekly - $ .93 , Monthly - $2.00 , Daily - 6.6 cents

E. Additionally, the APR will:

  1. Act as liaison with DMS Parking Services.
  2. Receive, process, initiate and forward paper work.
  3. Publish as required, informational parking memoranda to employees.
  4. Issue designated/permit parking tags.
  5. Maintain files and records to facilitate identification of employees possessing a parking tag and respond with information regarding designated/permit parking when requested by the DMS, Parking Services, other staff, or office of the Auditor General.
  6. Adopt procedures whereby a new employee is advised of the parking available and how employees obtain the same and for recovering designated/permit tags from employees terminating employment with the agency.

F. Upon initially entering into a Designated/Permit Parking Contract, payment will be made by payroll deduction, Code 0437; payment is payable in advance.

G. Employees on authorized leave of absence without pay who wish to continue their reservation of a contract in the lot must make arrangements with their APR prior to such leave. The employee will be required to remit by check payable to DMS, in advance, for the period of leave of absence without pay.

H. The following applies to the parking of state-owned vehicles and the issuing of designated/permit parking tags for use on state-owned vehicles:

  1. If the vehicle is assigned regularly to one agency employee, that employee will be responsible for paying the appropriate fee. The same procedure to obtain and use a designated/permit tag must be followed as if the vehicle were privately owned.
  2. If the vehicle is available regularly for use by more than one agency employee, the appropriate supervisor (or designee) shall execute forms required by DMS and shall arrange to pay the parking fees on an annual basis directly to DMS. The supervisor (or designee) will ensure that personnel using the state- owned vehicle is cautioned to follow all applicable rules and regulations.

I. Replacement Reserved/Permit/Scramble Parking Tags or Key Cards:

  1. When a reserved/permit parking contract or scramble tag is issued, the first tag will be issued at "no cost." Anyreplacement tag shall be issued at a non- refundable charge of $2 each. The replacement tag is to be issued by DMS,Parking Services, after receipt of a statement explaining the necessity for securing a replacement.
  2. Only one additional tag is available for permit contract holders, at a non-refundable charge of $2. Additional permittags will be issued by Parking Services, after receipt and approval of the application for the additional permit tags.
  3. Where applicable, the first key card will be issued at "no cost." Any replacement key card shall be issued at anon-refundable charge applicable to respective lot. The replacement key card is issued by the DMS, after receipt of a statementexplaining the necessity for securing a replacement.
  4. A replacement tag or key card may be acquired only by the contract holder
