Parking Services

Parking Services coordinates parking activities with other state agencies that utilize the parking facilities at buildings managed by DMS. This includes policies, rules and regulation changes and the coordination of all maintenance at surface and garage parking lots statewide. The parking section coordinates with the various agencies at the facilities including assignments, terminations, contracts and reassignments of Agency Quota (AQ) spaces. The staff also advises on matters of policy and administration of special assignments such as temporary and permanently disabled, contract employees, etc. through the interpretation of administrative rules and regulations.

There are 12 parking garages and 35 surface lots located in Capitol Center, 24 outside Capitol Center in Leon County, fifteen regional service centers with 7 garages and 23 surface lots. This brings the statewide inventory to 101 parking facilities consisting of approximately 26,159 spaces.

Parking Permit Types:

A. Reserved Parking
Each numbered parking space is reserved for an individual or agency who pays a fee for the reserved parking privilege. A tag is issued indicating the lot number and space number, which must be attached to the rear license plate. This tag provides the identification for the vehicle that is authorized to use the corresponding numbered reserved space. It does not authorize the use of any other reserved space in any other lot. If the tag is not displayed in the proper way, the vehicle is not authorized to use the reserved space and will be subject to tow-away.

Notes on the license plate or in the vehicle are not acceptable substitutes for the parking tag. Additional tags for second vehicles are available from the Parking Services Section at a non-refundable charge of $2.00 each and can only be issued to the individual to whom the space is assigned.

B. Permit Parking

Permit parking allows you to enter the permit lot and park in whatever space is available as long as it is not marked reserved.

C. Disabled Parking

Parking spaces in state-owned facilities, designated by appropriate signage and blue pavement striping, are for use by wheel chaired or disabled citizens who are visiting state-owned offices on business. The Department of Highway Safety and Motor Vehicles regulates disabled decals and Disabled Veteran's license plate. If the occasion arises where a disabled state employee is required to visit another building in a vehicle so identified, he or she is entitled to utilize one of these spaces. Other drivers utilizing these spaces are subject to citation and/or tow-away.

D. Scramble Parking

Scramble parking is available in some areas of the Capitol Center for employees who do not wish to lease a reserved space. They can park on a first come, first serve basis. A "scramble hang" tag that must be displayed on the rear view mirror identifies vehicles. The first scramble tag is issued at no charge from each Agency Parking Representative (APR). Only one scramble tag is issued per lessee. "scramble" tags will not be honored in any other parking spaces such as visitors or reserved lots. Violators are subject to tow-away.

E. Car-pool

Reserved preferential parking is available to state employees who choose to car-pool at no fee. A car-pool consists of three or more state employees leaving from different origins to a similar desitination. Applications may be obtained from the Parking Services' Office or on-line.

F. Building Loading Zones

Loading zones are designated for deliveries to the building not to exceed 30-minute durations. If state employees are required to use privately owned vehicles for deliveries to various state buildings, loading zone permits can be issued for their use when requested. DMS will invoice the agency for the loading zone permit fee. $75 each for a three-year period. The application is available on-line or from Parking Services.
